The Sinking of the Shelbrit: Part 1

On the morning of 19th September 1940, Battery Commander, Captain McGurk was on duty at the Coastal Defense battery on the South Sutor above Cromarty. At 7.45am he heard a dull explosion and looked up to see a vessel approaching Inverness Firth. She was partly lifted out of the water and covered with a thick cloud of grey smoke. A few seconds later he saw a flash of flame and the ship, and the surrounding sea went on fire. For about quarter of an hour, all he could see were flames. At about 8am he caught a glimpse of a part of the ship outlined in the blaze and then she disappeared.

Captain William Martin was born in Dundee, and he grew up listening to his father’s stories about his voyages to the far north as a whaler on his brother-in-law’s ship the Arctic. One of these stories, which must have been repeated many times, was of how the ship was lost, trapped by pack ice off Fury Point on the northeastern edge of Creswell Bay, Newfoundland. The moving ice stove in the port bow of the wooden ship and water flooded in. All the men’s efforts to pump it out were in vain and Captain Adams ordered them to move as much of the provisions out onto the ice as they could while all around masses of ice were thrown up. Men lost their clothing, and it was too dangerous for anyone to attempt to go below decks to retrieve anything. They gathered what they could and stood by their ship, without shelter in the heavy pelting rain, a violent gale blowing across the ice. As evening approached a fire broke out and the men watched helplessly as the vessel was enveloped. The flames rose to a great height, shedding a brilliant light over the ice. Then, just as the fire was at its fiercest, the ship disappeared beneath the ice in a great hissing cloud of steam. The crew then had to make their way slowly over the ice to where other ships of the whaling fleet, the Camperdown, Victor, Narwhal and Intrepid, had also been trapped by the ice. There, the crews were living in makeshift shelters fashioned from their ships’ sails. The following morning, when the storm had died down, the ice began to loosen and the crew of the Arctic returned to Dundee, divided among the other ships.

William was born the year after this incident, in 1875, and such stories must have given him a taste for the sea, rather than putting him off. At sixteen he set off on his first voyage. Both he and his brother Alexander became merchant seamen. Eleven years later, William left Dundee for Antarctica. He was a member of the crew of the research ship Scotia, and part of the scientific staff, on the Scottish Antarctica Expedition of 1902-1904 led by William Spiers Bruce. The expedition established the first permanent weather station in Antarctica and their work laid the foundations of modern climate change studies.

William’s career took him all over the world. For his Arctic and Antarctic exploration work and his achievements in oceanographical and meteorological surveys he received distinctions. He was made a Fellow of the Royal Scottish Geographical Society.

During the 1st World War William was a naval officer on the “mystery ships”, the Q ships. These were a fleet of, ostensibly, small merchant craft and fishing boats which were in fact heavily armed, with concealed weapons and a double crew of Royal Navy men. Their incredibly dangerous job was to act as bait, in order to trick German submarines into surfacing to attack, only revealing their true nature at the last minute. He took part in the Suvla Bay landing at Gallipoli in 1915 and, near the end of the war, served as icemaster and pilot at Archangel.

At the outbreak of war in 1939, William was a ship’s captain with the Shell-Mex Company. His ship, the Shelbrit I, was a coastal motor-tanker. She was built by Swan, Hunter & Wigham Richardson, at their Neptune Yard, in 1928 for British Tanker London and named The British Pluck. When she was sold, in 1936, to Shell-Mex she became number one of several vessels named Shelbrit owned by that company. She was 240 feet in length and 32 feet in beam and could carry about 1,000 tons deadweight.

William was now sixty-six years old and due for retirement, however he continued as master of Shelbrit I for the Petroleum Board, with the rank of Lieutenant Commander. The ship’s role was to carry fuel, both petrol and aircraft fuel, around the coast in convoys which were organized the Royal Navy. This was a hazardous job: the convoys were often attacked by bombs and machine-gun fire from German aeroplanes. In addition to these direct attacks, there was the danger of mines. In 1940 and 1941 the Luftwaffe carried out mine laying sorties at the entrances to major Scottish rivers and harbours. These were mostly 500kg magnetic mines. On the east coast they were particularly targeted at the Forth and at Scapa Flow, but also the Aberdeen and the entrance to the Tay. Some of the first were dropped off Montrose in July 1940. In addition to the obvious danger to ships, clearing these mines could take several days and cause considerable disruption to the carefully scheduled convoys.

At the beginning of September 1940, the Shelbrit left Hull. The ship was registered at Swansea, but several of the twenty-one men of the crew were from the northeast of England and were leaving their “home port.” They were heading north towards the Forth and Grangemouth and then on to Inverness. Coming up the Forth, William Martin would have looked towards Leith, where his wife Annie was waiting at home.

Flying the Red Cross flag and protecting the local economy: Dunrobin and the Sutherland estate in wartime

Neil Bruce considers another aspect of wartime in the Highlands when temporary hospitals were established to increase the capacity of the health service. In World War One, Dunrobin Castle was ‘re-purposed’: initially envisaged as a major surgical hospital, it provided convalescence care until devasted by fire. Neil also looks at how the estate maintained the income of those of its employees who enlisted, a precursor to the job retention scheme during the Covid-19 pandemic, concluding with a final comparison between lockdown in early 2020 and wartime restrictions.

Around noon on Sunday, 13 June 1915, fire broke out within the Duke of Sutherland’s northern seat, Dunrobin Castle. News spread worldwide: within two days, Melbourne’s Argus reported ‘the fusing on an electric wire’ had caused its partial destruction.[1] An off-duty nurse, woken by the smell of smoke, raised the alarm and the estate’s fire brigade turned-out.[2] Realising flames threatened the oldest part of the building, Fire-master Horne, the estate’s architect, instructed the roof be cut to prevent fire spreading.[3] Newspapers reported that wounded soldiers were evacuated to safety.[4]

Dunrobin Castle

Two days following the declaration of war in 1914, the Duke offered Dunrobin to the Admiralty as a naval hospital and his yacht, ‘S Y Catania’ to transport the injured there. The castle was initially designated as the North Sea Fleet’s central surgical hospital.[5] In what today might be called a ‘whole system approach’, the Duke advertised for volunteer nurses and doctors as its staff.[6] However, wartime exigencies soon resulted in Dunrobin receiving both army and naval personnel to convalesce.[7] Within a month, ‘Catania’ was armed and on active service with the fleet, captained by the Duke with the rank of temporary Lieutenant-Commander, RNR.[8]

The Duke encouraged his estate employees to enlist, pledging that their pre-war income would be ‘made up’ if their service pay was lower.[9] This appears to have been influential in encouraging individuals to ‘join the colours’: eight months after war broke-out the Northern Times reported that the Duke had ‘paid hundreds of pounds’ to those on active service.[10]

Local efforts to save the castle’s occupants and contents were reinforced by the 2/5th Seaforth Highlanders, camping nearby.[11] Inverness burgh fire brigade arrived by special train, joining Ardross estate’s fire engine, Cromarty’s naval fire brigade and a party landed from a destroyer.[12] Lieutenant Liddell, leading the Seaforths sustained deep cuts when the roof gave way and he fell through a skylight.[13] The Sutherland’s family physician, Dr Simpson gave Liddell first aid, subsequently treating him at nearby Lawson Memorial Hospital.[14] Two naval men, Petty Officer Jones and  Able Seaman Reynolds, fell from a fire escape: they and an unnamed corporal, a wounded patient suffering smoke inhalation, were also admitted to hospital.[15] Alerted by telegraph, the Duke, Duchess and family members who were elsewhere on the estate, returned to find the fire had taken hold.[16]

The castle’s ‘new wing’, built between 1845 and 1851, was destroyed in ten hours.[17] When its tower collapsed, the large Red Cross flag which had ‘bade defiance to the flames’ fell.[18] After the fire was finally doused the following morning, insurance assessors were on site to assess the full extent of the damage to the building and its contents.[19] Dunrobin’s role as a hospital in World War One was over: a new ‘new north wing’ was built between 1917 and 1919.[20]

When World War Two broke out in 1939, the castle resumed its hospital role.[21] In August 1942, the Duke of Kent’s body was brought there: he and all, bar one onboard an RAF Sunderland plane which crashed near Dunbeath were killed. His body was ‘dressed’ by nursing staff and the local doctor, Dr Bertie Simpson, whose father attended to those injured during the fire in 1915.[22] The arrival and departure of the Duke’s body, and subsequent ‘flying’ visit of King George VI to the castle’s hospital were cloaked in official secrecy.[23]

Through this series of posts, what has been striking are the similarities between official and other responses during wartime and the Covid-19 pandemic in early 2020. In each instance, governments regulated the lives of individuals and community life for the common good, potentially curtailing their rights, liberties, wellbeing and incomes. The success of the respective regulations in force is measurable by the extent the population observed or attempted to circumvent them. One noticeable difference in March 2020 when ‘lockdown’ began, though, was that rural communities led government and other official bodes in actively discouraging those who sought remoteness. In the Highlands this created de facto ‘protected areas’, very different to those officially imposed in wartime.

History of Childhood Exhibition II – Wartime Dornoch

My name is Lynne Mahoney and I am the Curator at Historylinks Museum in Dornoch. The museum’s vision is ‘Keeping the Dornoch Story Alive’ and part of my job is to research and curate new exhibitions in the museum. Exhibitions here at the museum are always a collaborative affair with input from the museum committee, volunteers and the local community.

In our first blog we looked at schooling and it was also clear that the lives of children during the eighteenth and early nineteenth centuries were laden with responsibilities. Of course in rural communities these responsibilities carried over into the twentieth century but more modern memoirs of children in Dornoch reveal an altogether different experience. There is more of a sense of ‘childhood’ in their accounts.

I particularly enjoyed my conversations with Lorna Currie who grew up in Dornoch during World War Two and was delighted when she gave permission for her memoir to be used in the interpretation of the exhibition. Most of the toys we have on exhibition are from the twentieth century and it was wonderful to be able to link Lorna’s words with the objects on display.

Lorna Currie had just started primary school when the Second World War was declared on 3rd September 1939. At just five years old life suddenly changed for Lorna and her brothers. The Government introduced a rationing system monitored by the Ministry of Food that ensured fair distribution of food stuffs. Children were given a priority allowance for milk and eggs and had their own identification cards, gas masks, and clothing coupons. A child’s ration of sweets was two boiled sweets or two squares of chocolate per week and children were issued with their own ration book for sweets.

Fruit and vegetables were not rationed but were often in short supply because they came from oversees. In response to shortages, the Government ran a ‘Dig for Victory’ campaign. The scheme encouraged people to grow their own produce and Lorna remembers the garden at her home producing vegetables, including tomatoes and rhubarb. They had fruit bushes, an apple tree and a cherry tree and made jam and bottled fruit and kept hens. Lorna still lives in Dornoch and her memories prompted the museum’s Young Curators Club to ‘Dig for Dornoch’. Although not the same as a war, today’s children are living through a time that will significantly impact on their lives. It felt important to link the experiences they were living though today with the past. Growing their own vegetables and fruit in a time of national emergency is helping them develop skills for a sustainable future and they will be sharing their produce with the local community. The project was made possible by Highland Seedlings and Fearn Free Food Garden who donated seedlings and compost.

Lorna’s family did not have an air raid shelter but if they heard planes overhead, they would sit under the kitchen table for protection. During air raid practice at school the children assembled in the central corridor and lay down with their gas masks beside them. The practice was regarded as a welcome diversion from lessons and good fun! Despite the war, Lorna’s memories of childhood are filled with the joy of freedom.

Things were very different for children living in the city and, in audio recordings from Historylinks Archive, Bill Grant recalls walking with his father beside the River Clyde in Glasgow with German bombers overhead targeting the river and shipyard. Bits of shell were hitting the pavement and Bill said that at eight years old he did not understand the extent of what was happening, only that someone was trying to kill them.

Just a few days after war was declared, Operation Pied Piper was introduced. The project saw over three million children from all over Britain relocated to protect them from the threat of bombs. They took very few of their own possessions with them and they left their homes and families, often not knowing who they were going to be living with.

Bill was evacuated to Proncy near Dornoch to live with an uncle and aunt. One afternoon in September 1942 he was listening to the radio with his aunt when he heard an unusual sound over Proncy. A plane engine was stuttering in the in the distance and from their front door they heard a huge crash and saw an explosion about forty metres away from the house. The flames were thirty feet high, and Bill raced out of the house to meet the Farm Grieve, Kenny Mackay. Together they went to the site where the plane had crashed and saw a man covered in flames. He was sent back to the house for blankets and then helped Kenny to wrap the pilot in them to extinguish the flames. Using the blankets, they pulled the man clear and he was taken to hospital in Golspie where he died of his wounds.

The written and recorded memories of Lorna and Bill give us a much clearer picture of life for children in wartime Dornoch. Just like John Matheson and Donald Sage from our first blog, their words contain the power to transport us back in time and give us a glimpse of the past from the first hand experiences of those who lived it.

Two clan chiefs: defending the realm and the impact of travel restrictions on the Highlands in 1916

Neil Bruce continues his consideration of how access to the Highlands and Islands was restricted during the two world wars. The situation faced by authorities to defend the realm in 1916 has some semblance of similarity with 2020, albeit for very different reasons.

On 10th October 1916 Fraser Alexander MacKinnon appeared in Inverness Sheriff Court charged with entering the railway station ‘without lawful authority or permission of the relevant military authorities in contravention of the orders of the Deputy-Commandant of the North of Scotland special military area.[1] MacKinnon was an unlikely lawbreaker: 68 years old, he was usually given the nomenclature ‘Mackinnon of Mackinnon’, his clan’s 35th chief.[2] The region’s Depute-Commandant responsible for upholding Defence of the Realm Regulation 29b was Lieutenant Colonel Donald Cameron of Locheil (25th chief of clan Cameron).[3] Mackinnon’s solicitor successfully argued that the charge was irrelevant as both the station and its environs were within the ‘prescribed area’.[4]

Access to the north of Scotland had become restricted on the 25th July.[5] The special military area included Inverness and the mainland north and west of the River Ness, Loch Ness and the road from Invermoriston Pier to Kyle of Lochalsh.[6] There was considerable military presence in Inverness, with the commandant’s officer in Hamilton Street, ‘vulnerable points’ throughout the area were guarded and the navy patrolled the Caledonian Canal.[7] Inverness was described as a ‘continental frontier station’ which would-be passengers could only reach if the railway company had sight of the required permit.[8]

Everyone over 16 other than serving military, dockyard employees and local residents needed a permit.[9] In practice, locals also had to apply and obtain a pass as the commandant could require them to carry one ‘authenticated by a Chief Constable’.[10] The introduction of controlled movement was generally smooth, though locals unable to prove their identity attempting to enter Inverness could only leave on production of a duplicate national registration card obtained from the chief constable. One unintended consequence was that islanders were initially unable to board ferries to the mainland if they could not show identification.[11]

Those who wished to travel to the military area had to follow a strict procedure to obtain a permit-book, providing a photograph, personal details, address and description of any distinguishing marks. The applicant’s details required to be validated by two British subjects who were householders. They had to apply to the local commandant, stating the purpose and length of their visit, and the name and address of the British subject with whom they were to stay. Permits were checked on entry to the military area.[12] Police in Aberdeen and the ‘county constabulary’ quickly exhausted their supply of identification cards as people anticipated their need when travelling from the east by train.[13]

The introduction of restrictions prevented freedom of travel. Newspapers, though, expected that Locheil ‘with his intimate knowledge of the district as an asset’, would enforce the regulations ‘tactfully and with a minimum of friction.’[14] He used his powers judiciously, finding a temporary solution to enable islanders to travel. Within a month of restrictions being in force, he arranged with the railway companies that those who had an urgent need to visit the area could purchase a ticket and travel to Inverness if in possession of a telegram from himself permitting entry. The traveller was expected to report on arrival at Inverness railway station to have the required official permit book completed and authorised.[15]

During World War Two the strictness of the permit application process and its then administration from London caused Inverness County Council to call for it to be relaxed because of the impact on ‘hotelkeepers, farmers and crofters’ seasonal incomes. Locheil, the council’s convener, commented that when he had been in charge during the previous conflict, he could issue permits whereas his then successor did not have the same power.[16] In his civil office, Locheil commented that as  control of the area was of national importance, losses should not be shouldered by ‘one of the poorest Districts in the British Isles’.[17]

Then as now authorities acted to protect lives and society. However, restrictions have implications: earlier this year islanders could only travel to the mainland in emergency situations and implementing two metres social distancing on ferries limited the number travelling. Businesses were forced to close to limit transmission of Covid-19 and protect the NHS: then as now, the impact on seasonal tourism and related enterprises, and the wider community caused considerable concern, threatening their economic wellbeing.

The Beauly barrier, the women of Ross and the bogus telegram: World War Two Highland lockdown

In his second blog post about the impact of government decisions on Highland life during wartime, Neil Bruce considers the impact of the introduction of permits required to enter the region during World War Two.

In 1940 Robert Michie was sentenced to a £2 fine or 10 days imprisonment at Inverness Sheriff Court for circumventing the army’s Beauly barrier which controlled the north road.[i] North and west of the Firth of Lorne and Great Glen had been officially designated as the North of Scotland protected area in the ‘interests of defence or the efficient prosecution of war’ on 11 March 1940. [ii]  Restricting access in wartime resonates with 2020, when rural communities to protect themselves, warned would-be visitors, second home owners and others to stay away during the Covid-19 pandemic.

The Highlands became a military-controlled zone.[iii] North-bound travellers’ credentials were checked at key points including Inverness railway station, the Kessock ferry and buses from Fort William.[iv] Those bound for the Northern Isles required a transit visa from Inverness’s military control office.[v] Adult residents needed permits to prove their identity if stopped, and proof of residency leaving or entering the area. In Inverness, almost immediately, ‘thousands’ queued to obtain permits from police headquarters.[vi] Residents from enemy countries required a specific permit and had to adhere to strict regulations: forgetting to report to their local police station before overnight curfew, Italian ‘aliens’ Enrico and Antonio Pizzamiglio were each fined £10.[vii]

Visitor permits were issued by military offices in Edinburgh, Glasgow and London. Initial confusion and delay ensued: applications required both parents’ nationality and countersignature by a J. P. or someone-else of ‘respectable status’.[viii] The protected area covered 40% of Scotland, but the government initially rebuffed suggestions local registrars or police could issue permits, claiming security was ‘predominant’.[ix] Democracy came second to military authority: the government candidate in the Argyllshire by-election, a non-resident serving officer, still required a permit.[x] Holidaymaker Jessie Macleod freely crossed the Beauly barrier several times before being found to be without permit. Her defence that she believed her identification card was sufficient proof did not prevent a 10/- fine.[xi] Irishman John P. McGovern, a farm labourer in Caithness for 11 years received more leniency, remanded in custody while Wick police obtained the necessary military permit.[xii] A son was only allowed to attend his father’s funeral having ‘pulled certain very important wires which are not given to all men to reach.’[xiii]

There was other suspicion about ‘wires’ being pulled. Lord Redesdale and daughter Deborah Mitford’s visit to their Argyll island was contrasted with ‘legitimate and loyal persons’ inability to obtain permits.[xiv] Secretary for War, Anthony Eden defended Redesdale’s ‘valid reason for finding it desirable and necessary to reside there during part of the year’: seeing no ‘reasonable grounds for disquiet throughout Scotland.’[xv] Minister for Security and Home Secretary, Sir John Anderson responded that the island was ‘visited periodically by the police’, though he had no grounds ‘for prohibiting the present inhabitants from living there’.[xvi] In spring 2020 echoes reverberate when officials told citizens to stay at home, then ignored the same instruction; and elsewhere, police visited Lismore following concerns about a non-resident’s arrival.[xvii]

Tourism was ‘killed almost stone dead’ in 1940.[xviii] Slow issue of visitor permits brought sparse Eastertime trade.[xix] The Scotsman encouraged readers not to worry about food restrictions or petrol rationing, but was apprehensive that the bed and breakfast, and other tourist businesses built-up by that ‘modern regiment’, the ‘women of Ross’, could continue.[xx] Would-be visitors with permits intent on a summer Highland ‘staycation’ were prevented from ferry or rail travel without warning.[xxi] Shooting and fishing tenants could not obtain permits.[xxii] The government refused to compensate sporting estate owners, hikers or ‘holidaymakers of the humbler sort’ for losses incurred.[xxiii] Pressed why permit offices were instructed not to grant permits if the reason given was ‘holidays’, Anthony Eden replied cryptically, ‘There may be reasons which I would rather not refer to in public.’[xxiv] Those included an expected imminent invasion: defensive works were under construction to thwart an advancing enemy.[xxv]

Then as now, individuals circumvented the rules in force: in 1941, determined to holiday on Skye, James McLachlan arranged to receive the telegram, ‘Fanny seriously ill; come at once’. Permit granted and his deception discovered, he was fined £3 at Edinburgh Sheriff Court.[xxvi] Though with very different origins, responses in wartime and to viral threat involved taking control of individuals’ lives to effect immediate change for the greatest impact and collective good.

Lloyd George, the ‘King’s pledge’ and liquor control in the Cromarty Firth

Current events, which include restrictions on travel across the country, prompted Neil Bruce to study how governmental decisions affected life in the Highlands during the two world wars of the twentieth century. In this post, he focuses on liquor control in the North of Scotland during World War One. Neil is a graduate of the MLitt Highlands and Islands History programme at the Centre for History, University of the Highlands and Islands.

On 1st April 1915, two Cromarty men were sentenced to imprisonment with hard labour at Tain Sheriff Court for buying sailors alcohol, making them ‘less efficient’.(1) No April fool, it reflected official concern that drink was seriously damaging the war effort. Chancellor of the Exchequer, David Lloyd George claimed it was ‘doing more damage to us than all the German submarines.’(2) The government in 1915 and 1917 seriously considered effectively nationalising the licenced liquor trade, literally ‘lock, stock and barrel’.(3) In 2020, though, shops with alcohol licences were classed as ‘notable exceptions’ when others were instructed to close to reduce the spread of coronavirus (COVID-19).(4)

Newspapers reflected considerable disagreement about whether drink was hindering war efforts. Temperance advocates and shipbuilding employers demanded its prohibition.(5) The Cabinet failed to get opposition support to increase alcohol taxes. Lord Kitchener joined King George V’s pledge that he and his household would abstain for the duration of the war, but it was not generally supported.(6) Lloyd George’s proposal to spend £68 million to buy the breweries and public houses met with unsurprising resistance from the temperance movement.(7)

The government decided to take control of the sale and supply of alcohol to ensure ‘national efficiency’. It set-up the Central Control Board (Liquor Traffic) with absolute powers to designate alcohol control areas where there were naval, military, munitions and other war functions.(8) Within a year it controlled all the Highlands and Islands. No spirits could be sold during the weekend in Inverness-shire and Ross and Cromarty’s western mainland, islands and ‘all arms of the sea and water between’.(9) In Caithness and Sutherland spirits sales were prohibited except for medicinal purposes: other liquor could only be sold between 12 noon and 2:30 pm, and 6 to 8 pm on weekdays.(10)

In April 1916, the board bought all the public houses and hotels around the Cromarty Firth, including Cromarty and Invergordon, to ensure naval operations remained efficient.(11) It closed 19 licensed premises, kept 39 open under its management, and only permitted off-sales from two of the four licensed grocers. To prevent smuggling into service quarters and vessels, weekly lists of all off-license sales were provided to the naval base. Service canteens did not stock spirits and civilians who bought servicemen liquor would be fined.(12)

In September 1916, the board met representatives from Highland counties and burghs, naval, military, local and licensing authorities in Inverness to hear about the controls’ effectiveness.(13) The armed services and chief constables of Caithness, Inverness, Inverness-shire, Nairn-shire, Ross-shire and Sutherland reported reductions in drunkenness.(14) The Dornoch, Thurso and Wick provosts demanded spirit sales be consistent to stop an illicit whisky trade: spirits were being smuggled into prohibited areas and online, or at least on railway lines, parcels were being sent by train and post.(15) Liquor control threatened the viability of seasonal hotels in Inverness-shire and Sutherland, while the Inverness provost wanted methylated spirit consumption stopped.

The press highlighted the role whisky played in daily life. One reported the ‘consumption of ardent spirits’ was a social habit in the Highlands’.(16) Another quoted an old man: ‘more than half the pleasure of a dram lies in having a friend to share it with.’(17) Those able to buy whisky found it watered down by 10% on the board’s instructions.(18) When German submarine warfare hit food imports in 1917, beer production was threatened. The government reduced its strength by half rather than see morale plummet, though it became dispiritingly nicknamed government or Lloyd George’s beer.(19)

The government’s challenges during wartime and the current crisis bear some comparison. During both it assumed powers over individuals’ ‘normal’ lives and protected essential services, particularly necessary industrial production. In 2020, measures included bolstering the economy, designating essential workers, and financially supporting employers and employees. In 1915, it created a board with unfettered powers over liquor, including direct control of Cromarty and Invergordon’s retail trade. In invoking restrictions on citizens, government expected compliance in the common good, and in return needed to maintain morale. The king ‘cracked open’ a bottle of brandy on Armistice day 1918, but Highlanders had to wait six months before any liquor control regulations were lifted.(20) We do not know, yet, how long current regulations might remain in force.

Hector Munro: Villain Highland Nabob or Highland Hero? (part 2)

Brian Symonds continues his exploration of Ross-shire man, Hector Munro.

Hector Munro, the hero of Buxar, now wealthy and with social status as an MP, was seemingly established comfortably in his Highland Novar estate. However in 1777 he chose to return to India as Commander-in-Chief of the East India Army. Perhaps Munro lost heavily in the major financial crisis following the Scottish Ayr Bank failure in 1772, and the resulting financial embarrassment created the need for him to once more forsake the Highlands.

In his new position Munro presided over wars with the Indian rulers and the French. He personally commanded the forces which in 1778 stormed and captured the strategically important French base at Pondichéry. This victory was so important for Britain that Munro was awarded a knighthood. The newly ennobled Sir Hector Munro, still officially MP for Inverness Burghs even when in India, re-established his financial standing from prize money.

However, in 1780 his fortunes changed. He failed to send assistance to beleaguered East India troops during the campaign against a prince of southern India. As a result the Company lost the whole Carnatic region to the local rulers and the French and destroyed his reputation. It was considered the worst defeat suffered by the British in the eighteenth century. Munro resigned his command and returned to London but was greeted with the news that he had been dismissed from the East India Company in disgrace.

Trouble followed him north in 1782. The old established landowners were uneasy with the nabobs, those nouveau riche who returned from India with their controversial wealth. This was particularly so when they use it to ‘build grand houses, improve traditional land ownership and to buy political position’.

Once resettled, Munro turned his attention to Novar. There he continued to court controversy. He is said to have found Novar ‘a very inferior property, with poor soil but well adapted for the growth of timber’. He began modernising the management of the estate and initiated improvements to the house and surrounding area, including the construction of the folly of the Gate of Negapatam. Reputedly he spent some £120,000: at current value representing the startling sum of some thirteen million pounds.

It is claimed that Sir Hector’s estate improvements and his folly gave much-needed employment to local men. Paradoxically, he also pioneered the introduction of sheep which displaced populations. He also engaged in other profitable enterprises such as the introduction of larch as a commercial timber crop. The resulting clearances and loss of traditional tenure systems that sustained local communities created high local unemployment and poverty while ultimately provoking widespread resistance by tenants. Sir Hector Munro was ‘a man with considerable experience in India of quelling troublesome natives’ and who still maintained his status as the Colonel of a Highland regiment so. He therefore: ‘ordered certain companies of the regiment to Novar, where they dispersed the people and took some of the ringleaders prisoners’. They were subsequently tried at the Justiciary Court sitting at Inverness, and sentenced to transportation for life.

Motivation for Munro’s pursuit of estate modernisation might be found in the sheer disparity of the gain from his exploits in India and the traditional income from his Highland estate. An early year in India easily secured him £20 000, a sum equal to thirty eight years of income from his unmodernised Highland estate.

Munro continued to prosper through family connections within the East India Company. His nephew, Captain Alexander Munro, was killed in India and left Sir Hector his possessions. In a letter dated 9th June 1779 this was itemised as ‘three chests of Treasure containing as per Invoice & Bill of Lading inclosed Silver Argots Twenty Seven Thousand and Twenty Seven Rupees’.

Despite the apparent inhumanity he displayed in his military career and his seeming callousness in his management of Novar Estate, it is difficult not to feel some sympathy for the family misadventures that accompanied his sojourns to India. Whilst he never married he had three sons and a daughter, not all by the same mother. Munro lost his seventeen year old son in 1792, a cadet in the East India Company’s military service: ‘I heard a roar like thunder, and saw an immense royal tiger spring on the unfortunate Munro, who was sitting down: in a moment his head was in the beasts mouth and he rushed into the jungle with him’. A second son, who joined the East India Company as a Writer in 1796, died aboard ship in 1814 on the journey home. His third son, also seventeen and also a cadet in the East India Company service, was killed in 1804 by a shark in the Bay of Bengal. It is not clear what became of his daughter but she may have joined Munro at Novar. Sir Hector Munro died at Novar House during Christmas of 1805: a local man, sometimes hero and sometimes villain.

Hector Munro: Highland Villain or Fallen Hero? part 1

Now retired and living in the far north Highlands, his most recent interest has been the impact of the great wealth brought into the Highlands by the nouveau riche returning from service with the East India Company in the 1800s

The imposing Gate of Negapatam stood above its city and port in Madras, India. Its replica is set on the hilltop at Cnoc Fyrish less than twenty kilometres from the Dornoch Firth. A folly built in the nineteenth century by Sir Hector Munro, it was erected to celebrate his military successes in India, to demonstrate his position and immense wealth and to, allegedly, provide employment during its construction for the local population of his Novar Estate.

Hector was born in 1726 the son of Hugh Munro, a merchant. He entered military service at an early age and fought against the Jacobites in 1745. It was rumoured that he was captured but escaped. In 1746 the Duchess of Gordon was travelling in Sutherland accompanied only by an increasingly drunken coachman. Twenty year old Hector Munro gallantly ‘rescued’ her and delivered the Duchess to her destination. In appreciation she used her influence to secure Hector a Lieutenant’s commission in a Highland Regiment and so launched the young Highlander on his controversial career and his road to wealth.

As a newly commissioned officer, Hector was despatched to Badenoch with a troop of soldiers to apprehend ‘all disaffected persons in that district’. Munro and his soldiers tracked down the notorious Cameron, known as ‘Sergeant Mòr’ and transported him to Perth where he was executed. Another Jacobite rebel, Ewen MacPherson of Cluny, seemingly evaded Munro and escaped to France, however rumour suggested that Munro knew MacPherson and allowed him to avoid capture.

In 1759 Hector Munro was appointed a major in a newly formed Highland regiment of the private army of the East India Company. The Company, by means of military might, personal and institutional corruption and political manipulation, exploited the Indian continent extracting prodigious wealth for individuals and the British state. The cost of realising such wealth was the constant wars in India involving the East India Company Private Army, local rulers and the French who had also established trading and military bases on the continent.

Arriving in India with his Highland regiment Major Munro quickly established a formidable reputation. His regiment, as in most of the East India Company army, included locally recruited native soldiers attached as Sepoy battalions to the core British contingent. In 1764 unrest and near-revolt arose in these battalions in support of the claim that sepoys received a far smaller share than the British troops of the ‘donations’ made to the army by the puppet Nawab of Bengal. Despite the justice of the sepoys’ claim, Munro chose to quell the unrest by court-martialling and executing twenty-four of the ringleaders by gruesomely blowing them away from guns’.

No doubt Munro believed that his approach to discipline contributed to his success in later years at the Battle of Buxar, where he defeated the significantly larger combined Nawab armies (local princes and potentates) of the Mughal Emperor. In recognition, the East India Company instantly promoted Major Munro to the rank of Lieutenant Colonel. However as the main part of the Mughal army fled, Munro was infuriated at the loss of substantial booty. He reportedly estimated the value of the jewels at some two or three million, a colossal sum when converted to current value. However one Nawab, seeking to avoid reprisals, promised a settlement of a vast sum of money to reimburse both the Company and the Army, ‘including eight lacs personally to Major Munro’. Munro’s eight lacs at today’s value amount to some twelve million pounds.

Munro had reached an apex of his military career: his battle success was decisive in establishing control of northern India, effectively making the British East India Company the rulers of the richest provinces of India. In 1765 he resigned his command in India and returned to the Highlands. ‘Nabobs’, the label for such wealthy returnees from India, frequently bought estates throughout Britain. Other Highlanders used their Indian money to buy estates in St Kilda, Orkney and Skye.

Seeking social status, Munro successfully campaigned for election to Parliament as Member for Inverness Burghs. He remained the MP for over thirty years having purchased the estate of Muirtown, Elgin, to meet the electoral residency qualification. His home and primary estate was, however, that of Novar, close to Alness. It was here he began the process of modernisation and ‘improvement’.      (To be continued)

Oliver Cromwell’s Northern Garrisons

Dr Allan Kennedy is Lecturer in History at the University of Dundee. His research focuses on the social and political history of early modern Scotland, with a particular focus on the seventeenth-century Highlands.

In September 1650, the Scottish army, fighting in the name of Charles II and led by the veteran general David Leslie, was destroyed by Oliver Cromwell and his smaller English invasion force at the battle of Dunbar. More defeats followed, until, in the climactic development of the civil wars that had been raging across the British Isles since 1639, Scotland eventually found itself conquered and unwillingly incorporated into the republican state known as the ‘Commonwealth’, which Cromwell would eventually come to rule under the nearly-but-not-quite-royal title of ‘Lord Protector’.

Throughout the 1650s, the Commonwealth’s power in Scotland depended ultimately on military force, and for that reason England flooded its northern neighbour with troops. At the height of the military occupation around 1656, Scotland was home to more than 4,000 resident soldiers, plus several thousand more serving in the field army. Many of these men were housed in large garrisons-cum-fortifications at places like Edinburgh, Stirling, Ayr, Inverness and Inverlochy, with complements that could exceed 1,000. But the countryside, especially in the Highlands, was also peppered with smaller garrisons, some of which were only maintained for a short period. These might house around 100 troops, but sometimes as few as twenty, and tended to be set up inside existing castles or fortified houses. Examples of these miniature strongholds in the far north included Cromarty, Tain, Lovat, Redcastle and Brahan.

Sutherland was more fortunate than some Scottish locales, since the government regarded many of its major landowners, like the Gordons of Sutherland and the Grays of Arbo, as relatively trustworthy – so much so that it was happy in 1656 to have Lord Strathnaver temporarily store a consignment of weapons bound for regional garrisons in his home of Dunrobin Castle. Apparently the thought that the future earl of Sutherland might use these weapons for disloyal purposes never occurred!

There is a debate as to whether this is a remnant of the 1650s. Some have suggested it might be part of an eighteenth-century ropeworks. But the clock tower is at least on the site of the Inverness Citadel! Theories about where the stones for Cromwell’s fort were ‘borrowed’ from are intriguing too – Fortrose Cathedral, Kinloss and Beauly Priories being often mentioned, but also Greyfriars Kirk in Inverness and St. Mary’s Chapel. Ormond Castle in Avoch may also have been a source of cut stone. Moreover, Sutherland was, from an English perspective, sufficiently remote that the government tended not to see much point in lavishing too much attention on it. Indeed Thomas Tucker, an official dispatched by the Commonwealth authorities to survey Scotland’s ports and coastal trade in the 1655, remarked that the county so inconsequential that ‘it was never thought worth the charge of appointing [a customs] officer’. At the end of previous year, George Monck, the Commonwealth’s commander-in-chief in Scotland, had airily declared that the gentlemen of Sutherland should look to themselves to defend the shire from rebels and trouble-makers, an injunction that would have been inconceivable for more southerly parts of the country,

Consequently, Sutherland was never subject to such intense military occupation as, say, Lochaber or northern Perthshire, two zones of persistent English concern. Instead, the county’s military supervision was generally entrusted to two permanent garrisons in nearby shires – Castle Sinclair in Caithness, the principal English presence in the far north, and Inverness, the most consistently important stronghold in the whole of the Highlands. Nonetheless, ephemeral petty garrisons did exist in the area, and we know that, in 1658 for example, English troops were being housed at both Skibo and Helmsdale. In Helmsdale, interestingly, the English presence was responsible for introducing a new religious group – the Baptists – to Sutherland for the first time.

The primary reason for siting English garrisons in Scotland, including the far north, was security – having soldiers on-hand to face down resistance to the republican regime. But across the country, the garrisons also developed a broader remit, becoming, in effect, the primary nodes of local governance for a regime that, understandably given its alien, repressive nature, found it difficult to trust native people or institutions. This trend was certainly observable in the Sutherland area, where, for example, the commanders of both Inverness and Castle Sinclair were regularly loaded with tax-collecting, thief-catching and arbitration jobs alongside their usual brief of keeping the region quiescent. On one occasion, the garrison at Inverness even took the lead in surveying a potential silver mine located approximately in the Dornoch area, which it was thought might do wonders for the local economy.

In common with the rest of Scotland, the northern Highlands lost the bulk of its occupying presence after 1659, initially as troops were siphoned off to help secure order in England in the run-up to the restoration of Charles II, and then as a consequence of the restored king’s drive to eradicate all memory of the Cromwellian interregnum. Perhaps unsurprisingly, local disorder often followed, and in the Sutherland region powerful families like the Mackenzies, Gordons, MacLeods and Rosses jostled, sometimes violently, for position. Maybe, in these chaotic early years of the Restoration, the English military occupation of the 1650s – foreign, certainly, but not nearly as oppressive for Sutherland folk as for many others – might not have seemed quite so bad.

‘Taking up their abode in the woods’: from Sutherland to Nova Scotia

Between 1813 and the 1830s the Mi’kma’q people of what became Earltown in Colchester County, Nova Scotia, faced an influx of colonists. These Sutherland families, many evicted multiple times from their rented homes and farms back home, hungered after security and were attracted by the possibility of outright ownership offered by the British government. Over the years they logged the forest, selling the timber, and transformed it into farmland. The ash from burning the logged areas provided abundant crops the first year, giving the impression that the area was more fertile than it actually was. These farms gradually cut off the Mi’kma’q from access to fishing and hunting grounds but provided stability and prosperity for Sutherland people. George Patterson’s 1877 account describes the early years from the perspective of the settlers’ descendants.

“Of the early settlers, nearly all came from … Rogart, Lairg and Clyne. There were families from Inverness, two or three from Ross, and three or four from Caithness. All the original settlers spoke the Gaelic language, and it is still generally used by their descendants. Indeed, it is more generally spoken in Earltown than in any part of Nova Scotia proper. Still it received some admixture of others, for while it had old soldiers who, in the Highland regiments, had gone through the Peninsular War, and at least one who had fought at Waterloo, it at the same time had a foreigner, who had been in the same battle under Napoleon, and the two, instead of being ready to embrace as brothers, were rather disposed to fight their battles over again.”

“Like all who take up their abode in the woods, the first settlers had many difficulties to encounter. They were for years without a grist mill. During that time they got their grain ground partly by the handmill, and partly at a grist mill at the West Branch River. As there were no roads to the West Branch, and they had no horses, they were compelled to carry their grain on their backs to and from the mill, over a rough track. John McKay, known as the miller, put up the first grist mill, at a fall fifty feet high … The mill-stones … were taken from the West Branch, a distance of fourteen miles, on a drag hauled by 36 sturdy Highlanders…”

“The early settlers were strong, industrious and economical. They were poor at first, but with great perseverance, they made themselves comfortable homes. There are men in Earltown to-day, who settled forty years ago in the woods without a guinea in their pockets, who have fine houses, large barns, excellent farms and considerable sums at interest.”

[It should be noted that it was very difficult for the poor to emigrate: transporting a family and supporting them for the first year before harvest is very expensive. It is most likely that the settlers used up their resources in the process of emigration. Until the assisted emigrations of the mid-nineteenth century it was the middling sort who could afford to emigrate and the impoverished were trapped in Scotland.]

“The inhabitants at that time were all connected with the Church of Scotland, but for several years they were without a minister. In consequence of this, persons sometimes carried their children to Pictou, a distance of twenty-five miles, to be baptized. They were occasionally visited by a minister of the Church of Scotland, and on such occasions it was not uncommon to see him baptize twenty or thirty children at once. Rev. W. Sutherland was the first minister who settled at Earltown. He was never called or inducted into the congregation, but remained ministering to a few who adhered to him till his death. The Rev. Alexander Sutherland, of the Free Church of Scotland, was the first minister who was called by the people, and ordained in the place. He was settled in the year 1845. Though the people were for years without a minister, they did not forsake the assembling of themselves together. There were among them men eminent as Christians, intimately acquainted with the truths of religion, and able to express themselves in a manner fitted to edify others. “The Men”, as they were called, held meetings regularly each Sabbath in the several parts of the settlement, and were the means of maintaining vital godliness among the people.”
